A cyclist can catch up while you slow to turn. Check mirrors early, signal and check the blind spot again near the conflict point. A mirror check several seconds earlier is not proof that the side of the car is still clear.
Turn across a cycle track without a blind-spot conflict
Keep the crossing clear while waiting to give way. Do not rely on a cyclist noticing your indicator or stopping for you. Also inspect the destination street for pedestrians; resolving the first conflict does not remove the next one.

A coloured surface alone does not define a compulsory cycle track. Read the signs, direction, usability and exact direction of an exception.
